## Notice

Background The Health and Care Sector Work Academy (HCSWA) is a pilot project developed by the Cambridgeshire and Peterborough Combined Authority in partnership with the Department for Work and Pensions (DWP). The project is one of six pilots being supported by DWP, which will trial new approaches to helping disadvantaged people secure and retain high quality jobs. The project was awarded GBP5m in funding from DWP in August 2017. Project objectives The HCSWA pilot has the following objectives: - To reduce dependence on in-work and out-of-work benefits by recruiting unemployed or low skilled people in to the health and care (H&C) sector. - To support existing employees to progress to higher skilled and better paid roles. - To make it easier for employers in the H&C sector to recruit and address skill shortages To reduce labour turnover in the H&C sector by improving staff retention - To build the evidence base on what works in supporting in-work progression. Project concept - The project aims to address two interlinked challenges facing the health and care sector: - A large number of vacancies and a shortage of skilled staff to fill these vacancies - A large number of people working in low-paid jobs, with limited prospects for progression to higher skilled and better paid roles. Research suggests that one of the main barriers to progression is that employers are reluctant to train and promote staff for higher skilled roles because they cannot be certa...tion of the approach to project management, including how deadlines will be met and quality assured - Timetable detailing key milestones 10% Skills and expertise - Evidence of working on projects of similar nature. - Evidence of relevant experience of staff allocated to the project. 20% Cost Price will be marked proportionately to the lowest bid. The lowest bid will receive maximum marks for the price elements and then all other bids will be marked proportionately to that bid. 20% Scoring Method 1.26 Tenders will be scored against each of the criteria above, according to the extent to which they meet the requirements of the tender. The meaning of each score is outlined in the table below. 1.27 The total score will be calculated by applying the weighting set against each criterion, outlined above; the maximum number of marks possible will be 100. Should any contractor score 1 in any of the criteria, they will be excluded from the tender competition. Score Description 1 Not Satisfactory: Proposal contains significant shortcomings and does not meet the required standard 2 Partially Satisfactory: Proposal partially meets the required standard, with one or more moderate weaknesses or gaps 3 Satisfactory: Proposal mostly meets the required standard, with one or more minor weaknesses or gaps. 4 Good: Proposal meets the required standard, with moderate levels of assurance 5 Excellent: Proposal fully meets the required standard with high levels of assurance
