## Summary

National Highways Limited commissioned technical consultancy to review renewals investment planning for its third Road Investment Strategy (RIS3) and identify risks and issues to inform the next strategy, RIS4. The work includes evaluating the previous technical partner’s approach and investment cases, desktop analysis, stakeholder interviews and identifying current industry best practice. It follows earlier work supporting evidence- and risk-based renewals investment cases, scenario planning and engagement with government and regulatory stakeholders. The buying organisation is National Highways Limited. The procurement is for consultancy services (CPV 73220000). The listed delivery coverage includes the United Kingdom, the Channel Islands, the Isle of Man, Europe, British Overseas Territories and the rest of the world.

The procurement is complete and has been awarded to AtkinsRéalis Jacobs Joint Venture. National Highways used a selective call-off from a framework agreement. The contract was awarded on 19 May 2026, with a contract period from 19 May 2026 to 31 May 2027. The awarded value is £500,000. The earlier tender submission deadline was 29 April 2026. The procurement description does not set out evaluation criteria or supplier eligibility requirements. The service is categorised as consultancy, rather than goods or works, and the tender indicated suitability for small and medium-sized enterprises and voluntary, community and social enterprises.

For suppliers competing for comparable National Highways renewals-planning consultancy, this award shows demand for independent technical assessment before the buyer develops its next roads investment approach. A credible competitor would need to evaluate the maturity of existing investment planning, identify asset risks and issues, and translate evidence into practical areas of focus. The work calls for strong desktop research, structured stakeholder interviews and the ability to identify and apply current industry best practice. Experience developing evidence- and risk-based investment cases, scenario planning and articulating long-term asset needs would be relevant, as would the ability to work across organisational boundaries with government and regulatory stakeholders. The requirement is consultancy delivered through a framework call-off, so framework access and the capacity to provide specialist analytical and engagement expertise are commercially pertinent.

## Notice

throughout RIS3, renewals investment planning has been supported by a series of Technical Partner contracts procured through the SPaTS2 framework, and awarded to the Atkins Jacobs Joint Venture. The Technical Partner contract has been demonstrably successful. The RIS3 Renewals Investment case development represented a step change in our investment planning approach. Building evidence and risk-based investment cases helped to ensure PSXXX renewals for the next Roads period, a 45% increase in renewals funding between roads period 2 and 3. The cases used scenario planning to demonstrate risk, and were better able to articulate long term asset need. The approach was also partnership based, both internally and externally - HMT, DfT and particularly ORR were bought into the development of the plan and outcomes at every stage of the process. Our RIS3 investment approach was predicated on a 'maturity journey', and that we would develop and mature our investment planning approach in subsequent roads periods. It is vital we understand where we are on that journey via technical identification of risks and issues prior to developing our approach for RIS4. They need to be considered alongside our known RIS4 challenges to provide identification of areas of focus. The original scope of works for the RIS3 Technical Partner was impacted by the interim year, and Asset Health Indicator development. Resource was diverted to unplanned but necessary updates to the renewals' cases, and therefore essential evaluation work could not be undertaken. This work needs to be done now, prior to commencing procurement for our RIS4 Technical Partner. Work will be managed and monitored via existing mechanisms and will require desktop analysis, stakeholder interview and identification of current industry best practice.
