## Summary

The current procurement process is being conducted by the Higher Education Funding Council for England (HEFCE) for the project titled "Understanding the impact of outreach on access to higher education: an institutional approach." This initiative falls within the research consultancy services industry category and aims to develop a robust evaluation methodology for outreach activities. The procurement is in the tender stage, and although the tender period ended on 20th July 2016, the contract is set to commence from 14th August 2016 and run until 31st March 2017. The estimated value of the contract is between £25,000 and £30,000, with the project located in South West England, specifically Bristol (postal code BS34 8SR).

This tender presents a valuable opportunity for businesses involved in research consultancy, particularly those with expertise in educational outreach and evaluation methodologies. With a focus on improving access to higher education for underrepresented young people, suitable candidates include small and medium-sized enterprises (SMEs) with a strong background in quantitative and qualitative research methods. Engaging in this project could not only enhance their portfolio but also contribute to significant societal outcomes while expanding their presence in the educational sector.

## Notice

Please Note: This is an OFFA tender opportunity for which the procurement process is run by HEFCE. The Office for Fair Access (OFFA), in partnership with The Sutton Trust, wish to place a contract for a principal investigator (PI) to develop a methodology that can be used by universities to improve understanding and evaluation of the impact of outreach on access to higher education for young people from low and middle income backgrounds who would be the first in their family to attend university. The contract is for: phase one (July 2016 to March 2017): the development and publication of a common evaluation methodology that combines robust quantitative and qualitative methods for outreach activity. The long term goal of this project is to improve the evidence for outreach approaches most commonly used by universities. The first phase of the project, which this tender document refers to, aims to develop a methodology for robust evaluations of a selection of the most promising outreach approaches. Based on the outcomes of phase one, we aim to develop a second phase in which a group of universities pilot the methodology developed.
