## Summary

Stoke-on-Trent City Council is undertaking the Burnwood Community School Kitchen Extension Project, a construction initiative set to address the increasing demands of the pupil population. The project, classified under construction work and related services, has moved into the award stage with Seddon Construction Ltd appointed as the contractor. This endeavour, located in Stoke-on-Trent, England, spans from January to August 2025, with an allocated budget of £450,000 to cover all associated costs. The project follows an open procurement method, utilising a 2-stage Design and Build contract with a critical end date by August 2025, ensuring the kitchen is operational for the new school year.

This tender presents promising growth opportunities especially for SMEs skilled in architectural, engineering, and construction-related services. Having experience with educational settings is crucial, as the project encompasses diverse service requirements including architectural design, engineering disciplines, surveying, and project management. The open procedure favours agile businesses capable of demonstrating recent expertise within similar projects. With a focus on delivering within budget and deadline constraints, companies able to offer comprehensive in-house or subcontracted services for design and build stages have a competitive edge.

## Notice

Stoke-on-Trent City Council has allocated some funding for a kitchen extension at Burnwood Community School. The current kitchen is approximately 92 sqm in size and accommodates 6 adults along with a variety of kitchen appliances. An extension is required due to the large increase in the school's pupil population. In 2011 the kitchen provided around 150 meals however due to the vast increase in pupil numbers, the school is now providing upwards of 400 meals per day for pupils from Nursery to Year 6. The extension design is expected to comply with BB103. The Council intends to utilise a 2-stage Design and Build contract for this project. As such, the Council is now looking to appoint a contractor to undertake a Pre-Construction Services Agreement (PCSA). The contractor will be required to undertake all design work required to complete RIBA stages up to and including RIBA stage 4, with an approval process at the end of each RIBA stage. The contractor will need to provide services in a number of fields including architectural design, mechanical, electrical, structural and civil engineering, building surveying, quantity surveying, and project management. Cost management and quantity surveying services will be required to ensure that the design that is being developed can be delivered for the allocated budget. These services can be provided either in-house or through sub-contracted specialists. The successful contractor will have and be able to demonstrate expert knowledge and recent experience of working with educational buildings. The consultant will need to attend an inception meeting on site, and meetings to present the work to date at the end of each RIBA stage, with progress meetings throughout the work period arranged as necessary. These may be able to take the form of virtual meetings if appropriate. The City Council has allocated a total budget of PS450,000 for the kitchen extension. This budget is to include all costs including the PCSA fee, any other fees, surveys or direct costs, construction and fit out. The deadline for the completion of the kitchen extension is the end of August 2025, in order that the kitchen is operational for the start of the school year in September 2025. This allows 6 weeks for construction during the school summer holidays, which is the preferred construction period. If construction is anticipated to take longer than 6 weeks, consideration will need to be given to the impact on the school's operation and meal provision during the term-time period. The contractor will be required to provide a construction programme and logistics plan for the construction period as part of the PCSA process. At the end of the PCSA period, the contractor will provide their Contractors Proposals and the contract sum for the construction.
