## Summary

The procurement process titled "Heating Controls: International Evidence Base and Policy Experiences" was conducted by the Department of Energy and Climate Change (DECC) in London, UK. This tender aimed to explore the evidence base for heating controls to assist in decarbonising heat and consisted of a systematic review of international practices. It was at the Award stage as of 24th October 2016, with a contract value of £20,000, and was completed on 22nd December 2016. The tender period ended on 17th October 2016, and the procurement method employed was classified under services, specifically focusing on research and development consultancy services.

This tender presents significant opportunities for businesses in the research and development sector, particularly those specialising in energy saving solutions and policy analysis related to heating controls. Smaller and medium-sized enterprises (SMEs) may have a competitive advantage in this tendering process, given the project's emphasis on accessibility and usability in energy systems. Companies looking to grow their presence in the energy efficiency market should consider this opportunity to participate in future research collaborations and policy formulation efforts in the heating controls domain.

## Notice

BEIS is currently carrying out work to explore the evidence base for heating controls to contribute to one of the Department's energy and climate change objectives to decarbonise heat. Different types of heating controls are currently being examined in terms of energy savings, cost-effectiveness, thermal comfort, usability, accessibility and evidence gaps. As part of this work, BEIS is looking for support in reviewing the international evidence base and policy experiences for heating controls. This builds upon a recent former Department of Energy and Climate Change (DECC)-commissioned scoping review of the UK evidence base for domestic heating controls, which assessed the cost-effectiveness, usability, energy savings and evidence gaps for different types of domestic heating controls. The project is split into two parts, though the results are to be presented in one report and one analytical spreadsheet. The first part should use systematic evidence review techniques to identify, synthesise and analyse the international evidence base on domestic heating controls for cost-effectiveness, energy savings and usability. This should include an assessment of evidence quality. The second part should review the policy, legislative and regulatory experiences of other countries with domestic and non-domestic heating controls. Suppliers should also propose a method for determining the applicability of identified international experiences to the UK context.
