## Summary

Highways England is conducting a procurement process titled "T0249 Intermediate APTR Solutions" aimed at providing consultancy services to enhance road safety and environmental outcomes in the South East region of the United Kingdom. The procurement falls under the classification of research and development services and is currently at the Award stage. The contract was awarded on 12 January 2022, with a total value of £94,967.26 and a contract period running from 12 January to 31 March 2022. It has been procured through a selective method, leveraging a framework agreement.

This contract presents a significant opportunity for businesses specialising in research and development, particularly those with expertise in transportation or environmental consultancy. Companies that can demonstrate a capability to deliver innovative solutions for road safety improvements and operational efficiency would be especially well-suited to compete. As the project focuses on assessing alternative road types and interventions, businesses with experience in technical analysis and consultancy services are likely to be competitive in this procurement process.

## Notice

National Highways (the Client) is seeking the provision of services to progress a project with the core objective of examining alternative intermediate interventions that would consistently work in locations that would benefit from an upgrade, but where there isn't a strong enough economic case to provide a dual carriageway with grade separated junctions. This will contribute to our performance goals outlined in the Strategic Business Plan (2020-2025), specifically for improving safety for all, providing fast and reliable journeys, and delivering better environmental outcomes. This task (Phase 2) builds on the work done to-date. It will consider, for the three road type options identified as viable in the Research into Network Application stage, do detailed analysis to demonstrate how safety, environmental, operational, maintenance, capital and whole life costs are impacted. It will seek to identify the optimum from these three options. The output of this work will then pass to the SES owner of CD127 Cross-Sections and Headrooms to verify the research, to check and challenge, to then decide if a new road type is feasible and that the benefits would align with our National Highways Business Objectives. If any option is deemed feasible it would be debated via the Road Layout Technical Standards Committed for consideration and inclusion in CD 127 Cross-Sections and Headrooms as a new road type.
