The current chest seal used is the Russell Chest Seal. Leidos is looking to procure a Chest Seal which has undergone the same UK military operational testing as the Russell Chest Seal. Justification for naming a brand within a requirement is covered within PCR 2015 at Section 5, Technical Specifications, 42 - (5) Required characteristics may include testing and test methods and (12) technical specification to refer to a specific make or source is justified by the subject matter of the contract. Leidos expect the Russell Chest Seal to be the only suitable product.
