## Summary

The procurement process involves the Driver and Vehicle Licensing Agency (DVLA) seeking a specialist to provide expertise in the implementation of Command Query Responsibility Segregation (CQRS) and Event Sourcing (ES) for a project titled "Event Sourcing (Requirement 1)". This contract, which falls under the software development services category, has an estimated value of £29,700. The procurement method used was selective, involving a call-off from a framework agreement, with the contract period commencing on 3rd October 2017 and set to conclude on 2nd October 2018. The tender period ended on 30th August 2017, and the work is based in Swansea, Wales.

This tender presents significant growth opportunities for small and medium-sized enterprises (SMEs) specialising in software development services, particularly those proficient in CQRS and ES implementations. Businesses that can deliver industry best practices and have experience in similar projects would be well-positioned to compete in this process, especially those aiming to collaborate with governmental agencies like the DVLA. The anticipated workload for the selected vendor is expected to span up to six months, encouraging agile and responsive solutions from the bidding firms.

## Notice

The DVLA requires a specialist to provide industry best practice experience and patterns for the implementation of CQRS/ES in concrete applications. The patterns the specialist will provide will be used by the DVLA's implementation teams and so we also require that the specialist will review the actual implementations of these patterns. The specialist will work to a pipeline of work that has been prioritised by the DVLA. We anticipate this may take up to six months but acknowledge that this could take longer. Outputs delivered within this six months are required to be built to industry best-practice implementations.
