## Summary

National Highways has awarded a contract titled "T0586 Future Flood Resilience of the SRN" aimed at enhancing the resilience of the Strategic Road Network (SRN) against future flooding risks due to climate change. This contract, classified under Development Consultancy Services (CPV Code 73220000), follows a selective procurement method through a call-off from a framework agreement. The research and development project involves modelling and assessing potential climate change impacts on the SRN's flooding risks, creating spatial maps of current and future flood risks, and collaborating with the Environment Agency to improve network resilience. The contract was awarded on 30th July 2024 to Ove Arup & Partners Ltd - SPaTS, and covers various locations including the United Kingdom, Channel Islands, Isle of Man, and other territories. The contract period spans from 30th July 2024 to 31st March 2026, with a contract value of £247,801.67.

This tender presents significant growth opportunities for businesses specialising in environmental sustainability, climate impact assessments, and development consultancy services. Small and Medium Enterprises (SMEs) are particularly well-positioned to benefit from such projects due to their potential to offer innovative solutions and niche expertise needed for complex environmental challenges. Collaborating on this project could enhance a company's portfolio, offering high visibility and the potential for additional contracts in the realm of sustainable infrastructure and climate resilience.

## Notice

National Highways Environment Sustainability Division would like to commission research and development to improve our understanding of the future risk of flooding on the strategic road network (SRN) under future climate change scenarios. The key objectives of this project are to: - to model, identify and assess what effect predicted climate change projections could have on the flooding risks to the Strategic Road Network (SRN) and adjacent communities. - to produce a spatial map of the SRN identifying (on Layer 1) "present day" flood risks and (on Layer 2) "future year" flood risks on the SRN and neighbouring communities accessible to a range of internal users for strategic planning purposes that can be hosted on National Highways Spatial Portal. - working with the Environment Agency, identify opportunities on the SRN for partnership working to improve the network's resilience to climate change whilst supporting reductions to flood risk in adjacent communities. - make recommendations on how outputs from the work could inform wider strategic business planning, flood risk mitigation options and further R&D.
