## Notice

The government is considering options for a greater devolution of Criminal Justice (CJ) capabilities to a more local level, giving Police and Crime Commissioners (PCC) the opportunity to have a strengthened role in the governance and commissioning of criminal justice services. There is a growing case for CJ to be delivered at a much more local level, including the integration of services to deliver a more seamless service to victims and to offenders. Following his re-election in May 2016 the Police and Crime Commissioner for Hertfordshire David Lloyd has set out his ambitions for future developments in relation to the Criminal Justice System (CJS) in his latest Community Safety and Criminal Justice Plan. As a result, the Commissioner is seeking to commission a programme of work designed to support to him in driving criminal justice reform. This project aims to undertake a comprehensive mapping of criminal justice processes, inputs and outcomes across Hertfordshire, as well as potentially providing the PCC with regular monitoring and performance reporting to achieve the following outcomes: * The criminal justice system across Hertfordshire is more effective and efficient * Offenders are brought to justice more effectively and swiftly * Victims feel supported and informed to enable them on their journey to cope and recover * Improved partnership arrangements with statutory and non-statutory organisations, a joined up approach removing barriers/silos * More cost effective system * Better use of disposals/licences * Research document/project format that could be used in other areas In order achieve this, the Commissioner requires: * Comprehensive mapping of the CJS in Hertfordshire * A detailed understanding the drivers of demand * A CJS performance 'dashboard' for Hertfordshire with the possibility of on-going strategic performance monitoring support to enable him to effective challenge CJS partners to improve performance.
