## Summary

Essex County Council has completed the tendering process for the contract titled "CO0299 Multiply - Lot 3 - January 2024," within the education and training services industry. The project aims to provide numeracy training for Essex residents, particularly targeting adults over 19 years old who lack a GCSE Grade 4/C in maths. The programme will be rolled out in various modules and is scheduled to begin on 8th March 2024, running through to 31st March 2025. The procurement was conducted using a restricted procedure with a budget of £300,000, and key dates include the tender period ending on 5th February 2024 and the contract award announced on 20th February 2024.

This tender opens opportunities for businesses in the education and vocational training sectors, particularly those experienced in community engagement and outreach. It is aimed at SMEs and VCSEs that can provide innovative and effective training solutions. Companies focusing on adult education, financial literacy, and community partnership projects will find this contract particularly advantageous for business growth. With a clear emphasis on aiding underrepresented and economically disadvantaged groups, businesses that align with these goals will be well-suited to compete.

## Notice

The purpose of this competition for Lot 3 "Helping people to manage their money and build confidence with maths" is to invite bids to create and deliver training provision for Essex residents who want to increase their numeracy skills in order to improve their ability to deal with everyday life challenges. These could include, but are not limited to, household budgeting, debt management, shopping and price comparison, food preparation, driving and travelling, DIY and home decorating, etc. The provision could be offered as stand-alone modules or bolted on to existing (vocational) courses or support. Eligible target learners are adults 19+ who have not previously attained a GCSE Grade 4/C or higher maths qualification. We would be interested in opportunities that are developed in partnership with community organisations and other partners in Essex and aimed at engaging hardest-to-reach groups, e.g. unemployed or economically inactive people, people on low incomes, care leavers, people who are in or have recently been released from prison. Expected duration of training courses is between 6 to 10 guided learning hours. Substantive learning (formal or informal) is defined as learning being delivered in two or more hours. All substantive learning will be recorded in the Individualised Learner Record (ILR) monthly. Suppliers will need to submit the ILR directly to the Department for Education via IDAMS. Where a supplier is unable to use IDAMS, it should submit via the ILR input tool. Suppliers will need to provide ECC with a copy of the ILR using an ECC template. Department for Education (DfE) has confirmed that Multiply training / learning will not be subject to Ofsted inspections in Year 2 (2023-2024).
