Derbyshire is a two-tier local authority area which consists of Derbyshire County Council and seven district and borough councils. High Peak and neighbouring Staffordshire Moorlands District Council are in a strategic alliance and the latter, although in Staffordshire, is a member of the Partnership. Towards the north of the county, Chesterfield, North East Derbyshire and Bolsover have an established history of working together to tackle rough sleeping and have a number of services available for this group of people. These services are located mainly in Chesterfield where the highest number of rough sleepers in Derbyshire can be found. The south of Derbyshire (loosely described) of Derbyshire Dales, Erewash, Amber Valley and South Derbyshire have, broadly speaking, less developed approaches in place to tackle rough sleeping as numbers in these areas have traditionally been lower. In some cases, the services of Derby City, to the south of the county, have been utilised but there is some emerging evidence of people who are rough sleeping but who do not wish to leave their local area and use city-centre services. This service is required initially for a minimum 9 month rough sleeping service to cover the area of the Derbyshire and Staffs.
