## Summary

The Water Services Regulation Authority (Ofwat) is seeking to procure consultancy services titled "Role 4 - Principal Policy Support for PR19 Cross-Cutting Issues" as part of the tender process. The procurement method employed is selective, involving a call-off from a framework agreement. The contract is located in Birmingham and London within the United Kingdom, with a budget of £55,200. The contract period is from 12 March 2019 to 31 May 2019, and the tender submission deadline was on 12 February 2019. This procurement process has recently reached the award stage, with the contract awarded on 12 March 2019.

This opportunity presents significant potential for SMEs equipped with experience in general management consultancy services, especially those familiar with policy analysis and regulatory frameworks. Businesses with the capacity to offer senior associate-level support in various policy areas, as outlined by the requirements for the PR19 programme, would be particularly well-suited to compete. The role's emphasis on versatility and transferable skills opens avenues for firms that can adapt and respond to dynamically evolving policy issues in the water services sector.

## Notice

This role is intended to provide senior associate-level support within the PR19 Policy Coordination workstream - for more information on our approach to draft and final determinations for PR19, please see the PR19 final methodology and the results of the initial assessment of plans. Whilst we currently expect this role to focus on cross-cutting policy issues related to our draft determinations, due to the nature of the price review and Ofwat's need to be responsive and flexible in reaction to the exact content of companies' business plan submissions, there is the potential for this role to be allocated to another workstream within the PR19 programme (in discussion and agreement between Ofwat and the successful contractor). As a result we are looking for transferable skills that could suit multiple policy areas across the price review. Following publication of the results of our initial assessment of business plans on 31 January 2019, we will move into the next phase of the price review, working towards draft determinations. You will be part of the team responsible for contributing to these draft determinations. Key roles will include analysing company submissions (including revised business plans submitted in April 2019 by companies whose plans are classified as slow-track or significant scrutiny), presenting findings to colleagues, and potentially taking a lead advising on strategically significant policy issues.
