## Summary

The procurement process, managed by The Electoral Commission based in London, was for the "EC Candidate Surveys" project, an initiative to analyse the experiences of candidates in elections, focussing on incidents such as abuse and intimidation. The survey, a part of their Corporate Plan from 2025/26 to 2029/30, falls under the industry category of "Survey Services" (CPV code 79311000). The tender utilised a selective procurement method, specifically a Call-off from a framework agreement, with the contract awarded to Queen Mary University of London. Key dates include the contract period from 1st April 2026 to 31st March 2027, with the award published on 18th May 2026.

This tender creates opportunities for businesses involved in survey services, especially those connected with the electoral or academic sector, as it aims to provide impactful insights into electoral candidate experiences. Although this tender was completed through a call-off from an existing framework, similar opportunities may arise, suitable for entities experienced in conducting detailed surveys and analyses for government or electoral bodies. Companies with expertise in electoral issues and those noted as large scale or VCSE (voluntary, community and social enterprise) organisations would be particularly well-suited to pursue such procurement opportunities.

## Notice

The candidate survey is part of the Electoral Commission's suite of post-poll surveys that are used to inform our evaluation of how each election went. Its purpose is to understand the experiences of those who stood for election, and it is conducted after every set of polls. In 2026, we will run it after the 7 May English locals, Scottish Parliament, and Senedd elections. This survey highlights the abuse and intimidation faced by candidates, an issue which was identified as one of the main challenges to the electoral system in the Commission's 2025/26 - 2029/30 Corporate Plan
