## Summary

The Church of England Central Services is seeking tenders for the "Safe Spaces Service evaluations", a project focused on evaluating services for victims and survivors of church-related abuse. This procurement falls under the services category, specifically classified as evaluation consultancy services. The tender was published on 20th November 2020 and has a tender period that ends on 10th December 2020. The contract is expected to commence on 25th January 2021 and continue until 15th September 2022. The procurement method is an open procedure, with a total value of £30,000, while the minimum value is set at £15,000. The delivery address is located in London, United Kingdom.

This tender provides a significant opportunity for consultancy firms and professionals specialising in evaluation services, particularly those with experience in social services and charitable organisations. Small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) are particularly well-suited to compete, as the buyer is interested in engaging new providers to support the ongoing evaluation of essential support services. This project not only aims to assess current service effectiveness but also seeks input that could lead to the enhancement and extension of offerings for survivors of abuse.

## Notice

Aims and Objectives In order to ensure agile, arms-length oversight and decision-making in connection with the Safe Spaces project, the Archbishops' Council and the Catholic Trust for England and Wales ("CaTEW") are forming a new body, Safe Spaces England and Wales (SSEW), a company limited by guarantee which intends to apply for registered charitable status. SSEW will contract with an established and independent provider of services, Charity X, for the purpose of supporting victims and survivors of Christian church-related abuse. The key purpose of the independent evaluation exercise is for SSEW to understand -The extent of service uptake -What aspects of the service worked well and what seemed to be less useful or helpful to service users? -How much of the cost benefitted the service users? -Did the resource level match the level of demand? -Is there evidence from the pilot to support the service (in full or part) being extended beyond pilot? -Is there evidence from the pilot to suggest that an alternative service type may be more beneficial to survivors and victims of church-related abuse? The four key areas in scope for this evaluation are: -Advocacy service (telephone and live chat) -Grants service -Website/online resources -Service user engagement
