## Summary

The National Lottery Community Fund has successfully completed the award stage of a public procurement process for the C0108 Carbon Reporting Platform, aimed at advancing its environmental objectives by 2030. This tender, classified under energy-efficiency consultancy services, seeks to support the Fund's transition towards net-zero emissions by implementing a platform that assists in measuring, monitoring, and reducing carbon emissions. The procurement was carried out through a direct award via the CCS RM1557.14 G-Cloud 14 Framework, with Climate Essentials Limited being selected as the supplier. The contract value for the initial 36-month term is £59,200, with an option for a 12-month extension valued at £19,600, starting from 1st July 2025 and concluding on 30th June 2028. The Fund's headquarters are located in Birmingham, UK, and the services will cover multiple regions including the UK, British Overseas Territories, and Europe.

This contract opens significant opportunities for businesses specialising in energy efficiency and carbon management services, specifically those adept in providing technological solutions for monitoring and reducing carbon footprints. Small to medium enterprises (SMEs) are particularly well-suited to leverage this opportunity, offering potential growth in sectors related to sustainability and climate advisory services. The use of the platform can position businesses as leaders in environmental responsibility, providing differentiation and compliance advantages to stakeholders and supply chains aiming to achieve regulatory preparedness and future-proofing against environmental impacts.

## Notice

The Procurement team has sourced a supplier to provide a platform for the Fund to meet carbon reduction targets by 2030. The Fund's Corporate Plan (2024-27), has an objective (in corporate objective 2 - advancing funding practices) to 'put environment at the heart of our funding and operations) by being 'an exemplar in managing our own environmental impact by working towards net zero and sharing our practice along the way to inspire others' (strategic priority 4). This aligns with the Fund's Environment Plan (2023-2030), EP Goal 3 to achieve carbon neutrality, and move towards being a Net Zero (NZ) organisation by 2030, specifically EP3d (we will establish a NZ emissions baseline, including a better understanding of our Scope 3 carbon footprint, and set a pathway to achieve NZ emissions by 2030). Climate Essentials is a SME. Its Supply Chain enables organisations to measure, understand, and reduce carbon emissions across their supply chain. Addressing the challenge of supporting suppliers who aren't mature enough to measure their carbon emissions, offering differentiation, regulatory preparedness, and future-proofing benefits. The platform will need to: - Provide a dashboard to measure, monitor and reduce all carbon emissions across the Fund's supply chain; - Facilitate the use of Climate Essentials so suppliers can submit and measure their carbon emissions in relation to their carbon footprint with the Fund; - Support stakeholder and supplier relationships to ensure the Fund's NZ targets are met; - Through use of the software, upskill and educate the Fund's suppliers on net Zero, sustainability, and climate change; - Ensure value for money by ensuring carbon reduction; - Allow suppliers to report on their social value aspects, such as fighting climate change; - Provide all engaged suppliers with access to the Net Zero Community which provides learning resources, guides, webinars and discussion forums. Direct award from CCS RM1557.14 G-Cloud 14 Lot 2 Framework. Total Contract term: 36 months + 12 months. Total G-Cloud 14 call-off contract value: 78,800.00 GBP (excluding VAT). Initial 36-month term value: 59,200.00 GBP (excluding VAT). Optional 12-month extension value: 19,600.00 GBP (excluding VAT).
