## Summary

The procurement process titled "1-801 Standardised Family of Bases" was conducted by Highways England, focusing on research and development services within the construction industry. The tender period concluded on 7th May 2019, with the contract period starting on 16th July 2019 and ending on 31st October 2019. The initiative aims to enhance safety and efficiency in the Smart Motorways Programme by providing a standardised solution to drive familiarity and reduce design-related delays. The contract was awarded through a selective procurement method, specifically as a call-off from an existing framework agreement, with a total value of £20,665.

This contract provides significant opportunities for companies involved in innovation and design within the construction sector, particularly those that specialise in standardised solutions, research, and development services. Businesses that are agile in their operations and can demonstrate innovative practices in safety and efficiency improvements will be well-positioned to compete in similar tender processes. Given the nature of the work, larger firms with experience in large-scale infrastructure projects may find this to be an advantageous area to explore for future growth.

## Notice

The proposed Highways England task aligns to the following imperatives: 1. Safety - providing a standardised solution which will drive familiarity 2. Delivery - reduce the amount of delay on site due to re-design which is often required under current delivery methods It links to 2 of the 5 areas of focus for the business: a) Design & Construction - introducing a standardised plate which will reduce design time, delay on site due to re-design work and reduce installation time b) Operations - introducing standardised equipment will bring repeatable and predictable maintenance regimes. Smart Motorways Programme (SMP) Product Development and Innovation team is undertaking a programme of exploratory innovation projects aimed at finding ways of improving worker safety in construction, maintenance and operation of Smart Motorways, as well as reducing time taken to complete works and therefore cost. The programme consists of 21 projects, all following a similar lifecycle: Discover > Develop > Demonstrate > Deliver The work package described in this requirement is for support in the Discover phase of our Standardised Family of Bases Project.
