## Summary

The Foreign, Commonwealth and Development Office (FCDO) is conducting a procurement process for the project titled "PROJ 10123 - THRIVE: Early Childhood Development Research for scale," classified under foreign economic-aid-related services. The project, valued at £15.725 million, aims to implement a comprehensive five-year research programme on Early Childhood Development (ECD) across low and middle-income countries (LMICs), with a potential three-year extension. The tender period ended on 23rd November 2020, and the contract period commenced on 1st April 2021, running until 31st December 2025. The procurement process followed a selective method, specifically a restricted procedure, to ensure the engagement of qualified parties.

This procurement opportunity provides significant growth potential for businesses, particularly those engaged in social research, early childhood education, and implementation science. Organisations that specialise in interdisciplinary and multi-sectoral research approaches, especially small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs), are encouraged to participate. The expertise required will focus on developing effective ECD systems, making this a prime opportunity for businesses capable of delivering innovative solutions in the education and developmental sectors.

## Notice

DFID is seeking to appoint a Research Programme Consortium (RPC) to deliver new rigorous and operationally relevant research on the most effective approaches to implementing Early Childhood Development (ECD) at scale in LMIC contexts. The RPC will be required to design, manage and implement a PS15.55m multi-country, interdisciplinary and multi-sectoral research programme on Early Childhood Development (ECD), and foster significant uptake of the research findings. The programme will run for five years with the potential to extend for a further three years. The RPC will bring together experts in systems thinking, implementation science, as well as specialist researchers across all the ECD domains of the Nurturing Care Framework (NCF) - and develop understanding on how to build coherent multi-sectoral ECD systems which can enable the delivery of quality ECD in a sustainable manner for all children. This programme is co-funded by DFID and New Zealand's Ministry of Foreign Affairs and Trade.
