## Summary

British Forces Cyprus (BFC), under the Ministry of Defence, has completed the procurement process for the provision of an Acquisition Safety and Environmental Management System (ASEMS) for their white fleet of civilian vehicles. This open procedure was above the threshold, and the contract was awarded to CDS Support Ltd. The procurement process involved health and safety consultancy services under CPV code 71317210. The contract, valued at £77,353 GBP, spans five years, commencing on 10 January 2025 and ending on 9 January 2030. Important dates include the tender period closing on 15 November 2024 and the award date on 2 January 2025. The services involve working with the existing document set, performing annual on-site reviews, and possibly attending quarterly progress meetings both virtually and on-site in Cyprus.

This tender represents a significant business growth opportunity for SMEs and health and safety consultancies capable of handling legislative compliance and document management systems. The successful bidder, CDS Support Ltd., will benefit from stable, long-term work and the chance to deepen their expertise while liaising closely with the Ministry of Defence team in Cyprus. Companies specialising in health and safety consultancy with experience in legislative compliance assessments and document management are particularly well-suited to compete in such contracts, highlighting the potential for collaborative and recurring business engagements within the public sector.

## Notice

British Forces Cyprus (BFC) sought a third-party contractor capable of sustaining and continuing to update the existing Acquisition Safety and Environmental Management Systems (ASEMS) document set. The contract will be for 5 years, to commence on 10 January 2025, expiring on 09 January 2030. The scope of the contract covers ASEMS provision and maintenance for the white (civilian) fleet vehicles at BFC only. Military vehicles, maritime vessels, aircraft, or other such vehicles as may be present on-island are not included in the scope of this contract. It was important that the contractor was willing and able to work with the existing document set and perform annual reviews (in person, on-island) and attend quarterly progress-based meetings which may be virtually or on-island (as needed). The contract also includes a requirement for up to 5 Legislative Compliance Assessments (LCAs) and BFC may request these at any point during the 5-year contract. BFC is located on the island of Cyprus and the successful contractor will need to travel to the island to deliver some of the contract services. Travel arrangements are addressed in more detail in the ITT documents.
