The regional approach did not need to be in relation to any specific definition of 'region' (i.e. local government, area review boundaries etc.), however, needed to be a significant geographical area. The Three broad areas of the country which had not received support from an OTLA regional programme included: - North East of England - the West Midlands - South Central England.
