The facility is expected to open in November 2019 and there may be a requirement to operate the existing facility on an interim basis. The first stage is the submission of the completed Selection Questionnaire in response to this notice requesting to be invited to participate. The deadline for the submissions of requests to be invited to participate is midnight 16 June 2017. Bidders that pass the SQ will be shortlisted for the submission of initial tender proposals. EBC may award the contract following initial tenders but reserves the right not to do so. EBC anticipates using a staged procedure to reduce the number of tenders to be negotiated. If EBC does not award after the initial tender then a number of bidders will be selected for further negotiation before final tenders are submitted after which it is intended that the preferred operator will be chosen.
