## Summary

The Royal Borough of Kensington and Chelsea has launched the RBKC Youth Services Framework, a "Pseudo" Open Framework Agreement aimed at delivering a variety of youth-related services for young people aged 11 to 19 (up to 25 for those with special educational needs or disabilities). ## Notice

The Royal Borough of Kensington and Chelsea has commissioned a "Pseudo" Open Framework Agreement (known as the RBKC Youth Services Framework) under which it can Call-off (via mini-competition) a range of youth related services for young people aged 11 - 19 (up to 25 for young people with special educational needs or disabilities, SEND) in the borough. It has been established to respond flexibly to young people's priorities and needs, and will deliver a range of programmes and projects that aim to improve young people's outcomes. This "Pseudo" Open Framework commenced on the 1st September 2019, for a period of 4 years, consisting of 17 suitably qualified organisations. The "Pseudo" Open Framework Agreement has been commissioned under the Light Touch Regime (implemented through regulations 74-77 of the Public Contract Regulations 2015). This Framework Agreement differs from those let under the non-light touch regime in that the Council may exercise its flexibility to periodically 'open' the framework for organisations to submit applications to join, particularly if it needs to increase capacity or to respond to emerging needs. The Council has exercised its flexibility to 'open' the Framework for organisations to submit applications to join the Framework for the remainder of its term (until 31st August 2023) and is now appointing another 21 suitably qualified organisations to the Framework. The anticipated value of the Framework over its full term (from 1st September 2019) is PS2,000,000. To date, two contracts have been called off the Framework with the following values: 1. London Youth Games. Initial contract value = PS110,130. There is also the option to extend this contract for a period, or periods, of up to a further 2 years for up to a value of PS65,692 per annum (Potential maximum total contract value = PS241,514). 2. Community Sports Provision. Initial contract value = PS40,000. There is also the option to extend this contract for a period, or periods, of up to a further 2 years for up to a value of PS20,000 per annum (Potential maximum total value = PS80,000).
