## Summary

The procurement process is led by the Department for International Development (DFID) and concerns the contract titled "DFID 7795 DFID Nepal Resilience Portfolio: Supporting Climate Smart Development and Effective Disaster Risk Management." This initiative falls under the category of foreign economic-aid-related services and aims to enhance disaster resilience and climate change adaptation in Nepal. The procurement is currently in the Tender stage, with a submission deadline of 9 January 2017. DFID intends to award up to two contracts that could run for 5.5 years, with a total budget of approximately £7 million allocated equally for two distinct lots aimed at monitoring and policy support.

This tender presents significant opportunities for businesses focused on resilience-building, climate-smart development, and evaluation services, particularly small and medium enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs). Suppliers capable of delivering strong monitoring and evaluation frameworks or those experienced in policy and institutional development in relation to climate resilience will be well-suited to compete. Engaging in this process could enable companies to play a crucial role in tackling the challenges posed by climate change and natural disasters in Nepal, thus contributing to both local and international development efforts.

## Notice

DFID is scaling up its efforts to build resilience to natural disasters and climate change in Nepal. The country is subject to a wide range of disaster risks and impacts, including both earthquakes and climate related hazards such as floods, droughts and landslides. Disasters cost the government about six percent of its annual development expenditure per year. Recent estimates indicate that the negative impact of weather variability is equivalent to around 2% of current GDP per year rising to 5% or more in extreme monsoon flood years. These impacts are expected to increase significantly due to climate change therefore to address these challenges; DFID Nepal is taking forward two major new programmes, 'Climate Smart Development for Nepal' and 'Strengthening Disaster Resilience in Nepal'. Through this Contract Notice, DFID wishes to appoint a supplier(s) to implement two contracts in support of the implementation of DFID's two major new programmes. Two lots are identified under the present requirement; Lot One seeks a supplier to act as a Portfolio Monitoring, Evaluation and Learning (MEL) Unit, and Lot Two seeks a supplier to act as a Policy and Institutions Facility (PIF). The MEL will synthesise monitoring data and conduct analysis to help DFID Nepal flexibly manage the programmes, ensuring strong value for money. The MEL will also generate evidence through evaluations on DFID Nepal's disaster resilience and climate smart development programmes, sharing findings and facilitating learning with a range of audiences. By building the systems for Government of Nepal to lead on disaster resilience and climate change, the PIF will help to strengthen Nepal's policy and institutional framework for disaster resilience and climate change and will help to deliver a sustained and transformational impact on Nepal's resilience to climate disasters and earthquakes beyond the beneficiaries directly supported through programme activities. DFID intends to award up to two contracts for up to 5.5 years, though reserves the right to award only one contract should the same supplier be the preferred bidder in each Lot. The total budget available for the MEL is approximately PS3.5 million, with approximately PS3.5 million also identified for the PIF. The contracts will have a break point following the inception periods and at the mid-point, and DFID reserves the right to scale up the contracts and extend by up to a further two years.
