## Summary

The Cornwall Council is currently managing a tender titled "Human-led evidence base to physical activity," which falls under the industry category of market and economic research. This procurement is in the planning stage and aims to gather insights to address physical inactivity, especially among underrepresented groups, within the Cornwall area. The tender was published on 21st July 2022, with a submission deadline set for 7th September 2022. The contract is expected to commence on 1st October 2022 and last until 31st March 2023. The total value of this contract is £70,000, and the procurement method is open procedure, allowing broad participation from interested suppliers.

This tender presents substantial opportunities for businesses focused on market research, social research, and consultancy services, particularly those looking to engage with public health initiatives. Small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) may find this an advantageous opportunity, as the Cornwall Council seeks providers who can both deliver analytical outputs and foster connections with local stakeholders. Such businesses should be prepared to demonstrate their innovative approaches to generating insight and their ability to engage effectively with community members to inform policy and practice around physical activity.

## Notice

Led by Public Health through a system-wide lens, Cornwall is in the processes of reviewing its overall approach to how it might go about addressing the enduring and systemic challenge of physical inactivity with particular emphasis on underrepresented groups. Our approach is being led by the principles of Human Learning Systems (Human Learning Systems). We need to be able to make collective choices around where to focus efforts and resources to influence levels of physical activity at a population scale level. In order to help make those choices, we need to establish a solid picture of our residents, our communities and our places. The insight and learning generated from this work will help inform both the overall strategic direction for physical activity for Cornwall alongside Active Cornwall's new strategy (lead strategic agency for physical activity in Cornwall). We anticipate this work will sit alongside other key pieces of evidence base (e.g. Joint Strategic Needs Assessment (JSNA), Population Health Management work) in addition to linking with other key strategic documents and policies across the place. In addition to a hard, physical output we are also asking that any successful provider works alongside the people locally who work within the system who are interested in being a part of this work - in effect setting up connections and relationships and helping us to build trust and confidence with people in places in order that our work is continually informed and refreshed by evidence and learning, especially from those with lived experience. In effect, we are as much interested in how we go about generating the insight and evidence as we are what emerges from the work.
