## Summary

The procurement process detailed involves Devon County Council, acting as the main buyer for the "Science Park Local Development Order (LDO) Development and Delivery - Second Phase". This project falls under the industry category of "Architectural, construction, engineering and inspection services" with a classification code of 71000000. The procurement aimed to simplify the planning process at the Science Park through a Local Development Order, enhancing potential development opportunities by reducing planning costs. This project is situated in the United Kingdom and concluded its tendering stage on 9th April 2025, with the contract being awarded on 13th May 2025. The entire contract period is set from 14th May 2025 to 31st March 2026, with a total contract value of £129,841.43. LDA Design Consulting Ltd was the supplier chosen to assist in this endeavour, selected under a procurement method categorized as "Other".

This tender provides substantial opportunities for business growth, particularly for small and medium-sized enterprises (SMEs) as the project recognises their suitability in delivering the required services. Companies specializing in architectural and engineering services that can offer comprehensive solutions would find this contract fitting, especially those able to navigate and influence planning frameworks effectively. The involvement with a renowned entity like Devon County Council also presents a significant chance for visibility and expansion within this sector, especially for those businesses able to manage large-scale, collaborative projects in line with enterprise zone planning facilitation.

## Notice

Science Park is undertaking a Local Development Order (LDO - simplified planning permission). The current outline planning permission is aged and it is not possible for new schemes to come forward under this. The Enterprise Zone status enables Science Park to undertake a LDO, benefitting future development by reducing planning costs on individual schemes. Skypark is currently engaged in the same process, due to receive approval from the LPA in early 2025. DCC is the landowner for the bulk of the undeveloped land at Science Park and so this needs to be a joint commission. Exeter Science Park Limited (ESPL) do not have capacity to carry out procurement work themselves and hence DCC procurement has offered to lead on the procurement work. However, this is being simplified by undertaking in 2 Phases as follows: Phase 1 - Procure Avison Young (AY) through the CCS Framework to undertake the EIA scoping and develop an specification for response by landscape architects able to provide a "one stop solution" Phase 2 - Work with AY to ensure the specification drafted is managed through the DCC process using the required DCC documents. Carry out the procurement process for the lead consultant to deliver the remainder of the work.
