The Service will bolster existing contracted provision, which is already in place with 3 contracted Providers. This requirement is as a direct result of COVID-19, where it has been identified that additional capacity will be needed to ensure services can be delivered to vulnerable service users. The service is primarily to support hospital discharge. The Council considers this to be a state of urgency which it has duly substantiated. Accordingly, accelerated time limits, as permitted under the Public Contract Regulations 2015, and as permissible under the Light Touch Regime, are used in respect of this procurement. This will support with the on-going COVID-19 pandemic and the impact of the new Omicron strain. The Framework is re-opened with the expectation that new Providers will join this Framework January 2022, until expiry - 31st March 2023.
