## Summary

Southampton City Council has concluded the award stage of a significant public procurement process titled "Highways Services," involving a selective procurement method under the SCAPE Civil Engineering Framework. This contract, valued at £60,000,000, has been awarded to Balfour Beatty Civil Engineering Limited and will run for five years from 1st October 2025 until 30th September 2030. The contract entails a comprehensive suite of highways-related services, including maintenance, management, and operational functions vital to the city's infrastructure in the South East of the United Kingdom, classified under CPV codes covering road signs, highway construction, repair services, and more. The partnership with Balfour Beatty aims to optimise the highway network's safety, performance, and longevity.

This tender presents extensive opportunities for businesses in the civil engineering sector, especially those specialising in roadway maintenance and infrastructure development. Firms with expertise in providing highway-related services, consultancy, and technical inspections, particularly large-scale organisations capable of supporting substantial frames of work like construction and maintenance of roads, bridges, and tunnels, could find considerable growth potential through subcontracting and partnership opportunities under this framework. As the main framework activities cover diverse functions such as traffic management and winter services, businesses offering these niche services are well-suited to benefit from the association with Southampton City Council's long-term infrastructural objectives.
