## Summary

The Department for Environment, Food & Rural Affairs (Defra) has completed a public procurement process for the project titled "An evaluation of monitoring technologies used within the UK fishing fleet". The procurement falls under the industry category of research and development consultancy services. The contract, worth £49,950 GBP, was awarded to ICF Consulting Services Limited. The procurement method used was selective, with a call-off from a framework agreement. The tender period ended on November 18, 2022, and the contract period spans from November 25, 2022, to March 31, 2023.

This tender by Defra provides opportunities for small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprise (VCSE) organizations. Businesses in the research and development consultancy services sector could compete for this contract. The focus on evaluating monitoring technologies within the fishing fleet presents a chance for companies with expertise in technology evaluation and sustainable fisheries. Interested businesses can leverage their capabilities to contribute towards the development of future technologies in this field.

## Notice

The overarching purpose of this project is to explore how Defra might evaluate the ways monitoring technologies have been implemented within the UK fishing fleet to contribute towards sustainable fisheries. Three potential areas of focus are Remote Electronic Monitoring (REM), Vessel Monitoring Systems (VMS) and the Marine Management Organisation (MMO) led Catch App.These three examples of uses of technology are all at different stages in their development and an overarching aim of the evaluation we are looking to develop is to map the progress of these technologies so that lessons can be learnt for the development and rollout of future technologies. The deliverables of this project will lay the foundations of a potential future evaluation project and will include, a systems mapping exercise, theory of change development and evaluation framework.
