## Summary

The Forestry Commission has initiated a tender titled "Statutory Plant Health Notices (SPHNS)" under the IT services category, specifically targeting consulting, software development, Internet services, and support. This procurement process is presently at the Tender stage and focuses on the development of a new database solution for administering Statutory Plant Health Notices. The tender invites specialists with expertise in Microsoft components and integration for a scalable solution that will include workflow, geospatial elements, case management, and more. The project is set to kick-off with a prototype phase followed by full-scale development, with key deadlines including the tender end date on 28th February 2025 and the contract period from 1st June 2025 to 31st May 2027. Services are required across multiple locations, including British Overseas Territories, Channel Islands, Europe, Isle of Man, and the United Kingdom, with an anticipated value of £1,000,000.

This tender represents a significant opportunity for businesses specialising in IT services, specifically those with experience in Microsoft technology and system integration. Small and medium-sized enterprises (SMEs), as well as voluntary, community and social enterprises (VCSEs), will find this contract particularly beneficial as the Forestry Commission seeks to leverage external expertise for developing a robust SPHN Management solution. Participation in this tender could drive business growth by establishing long-term partnerships and expanding service portfolios to include comprehensive IT solutions for public sector clients.

## Notice

The purpose of the tender will be to build a new database solution to administer Statutory Plant Health Notices (SPHN). The solution will include initially the five big pests and diseases but will need to be scalable to incorporate others in the future. Our current access database is not fit for purpose - it does not support data capture workflows for all five big pests and diseases. The SPHN Management solution will be made up of the following components - combination of workflow, geospatial elements, case management, document generation, reporting and dashboard and server capabilities. Our solution will integrate ESRI and Microsoft components - ESRI components will be developed in house with Inventory, Forecasting and Operational Support (IFOS) - (ArcGIS and Forester products) - we do not need external contractors for this element. The Microsoft components will be developed with external specialists, and internally with our IT Team who manage our Microsoft tenancy The overall solution and integration will be developed with development and integration specialist contractors. We therefore want to hear from contractors who have specialist skills and experience in the Microsoft components as well as the integration. We would like to start by building a prototype to test and validate the design, functionality and overall concept before we go ahead with full-scale development. We want to work with an external specialist who will develop an early, simplified version of the proposed solution and work with us all the way through to the full solution going live.
