## Summary

The procurement process initiated by Durham County Council involves the renewal of the Tri.x Durham Safeguarding Children Partnership Procedures Manual. The tender falls under the industry category of "Software package and information systems" with a CPV code of 48000000. This process was concluded in the "award" stage as of 6th May 2025, with the award going to the SME Signis Limited. The services are to be delivered in the North East region of the United Kingdom, specifically in Durham. A direct award was made through the G-Cloud 14 framework, a selective procurement method often employed for efficient contracting with pre-approved suppliers. The contract is set for a period starting from 1st April 2025 to 31st March 2029.

This tender presents significant opportunities for small to medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) specialising in software packages and information systems. With the streamlined procurement approach of using a framework agreement, such tenders enable businesses to secure partnerships with public sector entities efficiently. Companies with expertise in child safeguarding and localised service provision, like Signis Limited, are well-positioned to benefit from contracts that ensure quality and continuity of service to public bodies such as the county council. The framework nature also suggests potential for future collaborations, allowing SMEs and VCSEs to demonstrate their specialised skills while providing sustainable growth pathways through public-sector engagements.

## Notice

Tri.x have provided the MA child protections procedures since 2015. The partners have been happy with the procedures and agencies have provided significant resource to review and ensure the procedures are localised to Durham. The request is that this is a single agency provider due to the above expertise, resource committed and no one else provides the level of service and expertise provided. The service is well delivered and value for money and therefore, a direct award to the incumbent OEM provider for the system via the G-Cloud 14 framework agreement has been utilised as the most suitable route to market.
