## Summary

The procurement process for the project titled "NCC1557 Flood Alnmouth" has reached the award stage, managed by Northumberland County Council. This endeavour is part of a significant initiative supported by the Environment Agency's Innovative Flood Resilience Programme. The objective is to develop a flood warning system using smart sensors and AI technology to service rural communities in the United Kingdom's North East region, specifically those typically isolated due to technical barriers and financial constraints. The procurement process was conducted using a selective method via a call-off from a framework agreement, with the contract awarded to Ove Arup & Partners Limited. The contract period spans from 13 August 2025 to 12 August 2027. This project pertains to the "Individual and support equipment" and "Computer-related services" industry classifications, offering a budget of £1,528,538 GBP.

The tender presents substantial business growth opportunities, particularly for companies involved in the development and integration of AI technologies and machine learning solutions for infrastructure resilience. It is ideally suited for businesses specialising in computer-related services, research and experimental development, particularly those that can meet the technological and logistical demands of flood management systems. The project, with its potential for national expansion, opens avenues for medium and large companies capable of significant research and experimental development contributions. Additionally, the framework encourages the participation of small and medium enterprises (SMEs) and voluntary, community and social enterprises (VCSEs), making it inclusive for a range of business scales and scopes.

## Notice

FloodAI - Pilot Phase This is a continuation of previous work carried out to develop an AI powered flood warning system. In March 2021, Northumberland County Council were notified that they had been selected to lead one of 25 national projects from the Environment Agency's (EA) PS150m Innovative Flood Resilience Programme. The purpose of the project is to develop a novel flood warning system through the use of smart sensor technology, machine learning and artificial intelligence for rural communities which are isolated from existing systems because of technical and financial constraints. This innovation will be developed and tested in Northumberland, with the vision of being made available nationally and beyond, on completion. The Alpha phase of the project is expected to finish in March 2025, following which the next stage of the project (the Pilot) phase will commence - although we have chosen to split the phases into different contracts, it is continuation of the same project. Direct Award to Ove Arup & Partners Limited via Lot 1A - North East Hub. Environment Agency Next Generation Supplier Arrangements - Collaborative Delivery (CDF) Framework (OJEU 2018/S 007-010642)
