The EA invites bids to take an innovative look at this challenge. We would like a multi-disciplinary team to think laterally to identify novel ways for the EA to estimate the scale of waste crime. The successful team will have the latitude to explore the issue, but will be expected to review how a range of disciplines, organisations, and countries quantify 'hard to observe populations', and critically assess their applicability to waste crime.
