The research should help the industry with *Barriers to opening up data and mechanisms to overcome them, including technical, financial, legal and security barriers. *Approaches to opening up data and associated benefits and disbenefits, including open access, restricted access and charged access *Approaches to the valuation of the benefits of opening up data, including the identification of the beneficiaries The outcome should be a recommended approach to data valuation and a process for the rail sector to prioritise the opening up of data sets. Additional information: The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs).
