## Summary

The London Borough of Newham is inviting tenders for a framework covering Prevention and Support Services related to HIV, STIs and other Blood-Borne Viruses (BBVs). This falls within the health and social work services category and will be applicable primarily in London, United Kingdom. The procurement process is in the tender stage, using an open procedure which allows all interested parties to submit bids by 20th April 2026. The framework is structured into five distinct lots, which organisations can bid for, covering various areas such as Prevention or Support for Adults, Family Support, Connection to Care, Specialist Support Services, and Outreach and Communication regarding BBVs and STIs. The contract period will commence on 1st June 2026 and run through to 9th March 2029. The overall financial scope amounts to £225,000,000, offering substantial opportunities for service providers to contribute to public health efforts.

This extensive framework presents a significant opportunity for businesses, especially small and medium enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs), to expand their reach and deliver crucial health services. The framework's structure, with multiple lots and the option for organisations to apply for more than one, allows versatility and encourages wide participation. Businesses with expertise in prevention, healthcare support, and outreach can leverage this tender to establish or grow their presence in London's public health sector. The open procedure fosters competitiveness and inclusivity, creating pathways for both new firms and established entities looking to diversify or enhance their service offerings. Given the evolving dynamics and partnerships within London's Integrated Care Systems, this tender underscores a strategic avenue for impactful collaborations and long-term growth.

## Notice

There are no restrictions to the number of organisations who can be awarded on to the Framework for any lot, so long as they meet the minimum criteria. The Procurement is being procured by the Authority for the benefit of the Authority and the Partner Organisations. The host Borough is London Borough of Newham (LBN). Organisations should note that there is no guarantee that all Partner Organisations will participate in the Framework Agreement at the commencement date (or at all).
