## Summary

The NHS Southend Clinical Commissioning Group, in collaboration with NHS Castle Point and Rochford Clinical Commissioning Group and Southend-on-Sea Borough Council, has awarded a contract for the South-east Essex Mental Health Wellbeing and Crisis Café Service. This service will commence on 1st November 2019 and extends for 53 months, with an optional 24-month extension. The procurement, classified under Health Services, was conducted through a selective procurement method, akin to a restricted procedure, with the total contract value reaching £1,739,333 GBP. The deadline for bids was 9th July 2019, and the service is set to support mental health recovery in the East of England.

This tender presents a significant opportunity for businesses specialising in mental health services, particularly those focused on providing recovery-oriented care and community support. Small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) are well-suited to compete for this contract, given the recovery-focused elements of the service. The potential for future expansions of services during the contract period may provide additional avenues for collaboration and growth for suppliers in the mental health sector.

## Notice

NHS Southend Clinical Commissioning Group, NHS Castle Point and Rochford Clinical Commissioning Group and Southend-on-Sea Borough Council ('the Contracting Authorities') have awarded a contract for a South-east Essex Mental Health Wellbeing and Crisis Cafe Service commencing 1st November 2019 for a period of 53 months plus the option to extend for a further 24 months. There are two elements to this Service, both of which are recovery focused and seek to address mental health inequalities by working with more complex people within the system, enabling and empowering people to lead their own recovery and create peer support opportunities as well as sign posting people to the right community or clinical support. The proposed service model combines two elements, a daytime wellbeing hub and an evening crisis cafe. Funding for the Mental Health Wellbeing hub is available from 1st November 2019. The crisis cafe element will have a staggered start date, with funding released in April 2020 for this part of the provision. The potential aggregate contract value inclusive of any option to extend the term is PS1,739,333 GBP. It should be noted that the available budget for the contract term (not including any extension period) is PS1,187,333 GBP. The "Suggested Maximum Annual Price" for each year was published in the Contract Notice and applied as affordability envelopes for the purposes of bidding. The "Suggested Maximum Annual Price" was an indication of maximum value only. Bidders were expected to price as competitively as possible. The "Suggested Maximum Annual Price" excludes CQUIN and National Inflator. Commissioners may wish to expand services during the lifetime of the contract potentially resulting in wider integrated services being delivered than set out in the Specification at the time of contract award. Such modifications will be contemplated where such services are similar/complementary to the services already included in the Specification at any given time. Such expansion would be by the addition of services provided and/or commissioned by other SECCG, CPRCCG and or SBC departments. Commissioners may also add grant funding to the contract where such grants are awarded to the contracting authorities and relate to the services and outcomes required under the Specification. The Contracting Authority do not guarantee or grant any exclusivity in relation to any such services during the life of the contract. Additional information: The Services to which this Procurement related fall within Schedule 3 of the Public Contracts Regulations2015 (the "Regulations"). As such, the procurement of the Services was run as a bespoke, two stage process akin to the restricted procedure. The Contracting Authority does not intend to hold itself bound by any of the Regulations, save those applicable to Schedule 3 Services.
