## Summary

Balfour Beatty Civil Engineering Limited, located in London, is currently at the tender stage for a procurement titled "Balfour Beatty - Roads North of the Thames - LTC - Temp Bridge - (Precast)". This project, part of the Lower Thames Crossing (LTC), aims to construct a temporary precast bridge to support a four-lane carriageway over a railway line as part of the M25 diversion in the South East of the United Kingdom. The industry category is primarily focused on bridge and road construction, with significant emphasis on bridge-design services. The procurement follows an open procedure and invites submissions until 18th June 2025, ensuring all preliminary qualifications are adequately met. The contract is expected to commence on 11th August 2025 and conclude by 11th August 2029, with an estimated contract value of £5,000,000.

This tender presents growth opportunities for businesses specialising in civil engineering, particularly those capable of delivering bridge construction and prefabricated units. Companies with a commitment to sustainability, zero emissions, and local community engagement will find themselves well-suited to this project, given the LTC's focus on delivering a green infrastructure legacy. Small and medium enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) are encouraged to apply, provided they can demonstrate innovation in low-carbon solutions and contributions to skill development in the local area. This contract could significantly bolster a firm's portfolio by aligning with national infrastructure priorities and fostering long-term collaborations within the supply chain.

## Notice

Initial proposals for this temporary bridge took the form of a conventional steel temporary bridge on sheet pile abutments although due to the heavy use, long duration and significant interface risks we think a precast portal structure may be more appropriate and would like to investigate this. We require: Preparation of Outline Design Proposal, Detail design, manufacture, Supply (buy or hire), install and remove (buy back). This temporary bridge will support 4-lane carriageway of the M25 over Railway Line. This temporary M25 diversion and temporary bridge will facilitate the two stage construction of the permanent bridge allowing the LTC to pass under the existing M25 carriageway. How to Apply: Please complete the attached Eligibility Criteria PQQ. Kindly ensure all sections are fully completed, as incomplete submissions may not be considered for the next stage of the process. Additional information: The following questions are designed as 'Qualification Questions' to assess your organisations ability to meet Balfour Beatty's and Lower Thames Crossing's supply chain requirements requirements for the M25 Temporary Precast Bridge Works. Please note this is by no means a guarantee of any work. The Lower Thames Crossing (LTC) is a new road to better connect Essex and Kent through a tunnel beneath the River Thames. Our purpose is to drive a change in how we deliver - connecting people to jobs and businesses to opportunities, leaving a skills legacy for the local community and construction industry, all whilst restoring nature and drawing a new blueprint for low-carbon construction. Our ambition is to deliver the UK's greenest road, and to do the right thing for local communities and the environment. We can only achieve this with the support of our supply chain, and it is therefore critical that for any supplier to be successful in winning work on LTC, they must demonstrate commitments to supporting delivery of our ambitions: * Delivering the works through a 'zero emissions' solution, and not using diesel on site in any plant or machinery. * Supporting us to leave a skills legacy for the local community, by not only recruiting locally, but upskilling your workforce to enable meaningful progression into higher paid higher skilled work. * Helping to facilitate successful opportunities by providing early careers roles, as well as inspiring young people into construction through delivery of STEM engagement.
