## Summary

Cambridgeshire County Council has awarded a contract for procuring a data-led system aimed at identifying low-income households across Cambridgeshire to "Policy in Practice." The initiative, tied to the Cambridgeshire Poverty Strategy, highlights the importance of income maximisation and support for poverty prevention. Classified under "Data collection and collation services," the contract covers all districts in England for a duration of three years, from 28 February 2026 to 27 February 2029. The procurement, conducted through the Crown Commercial Services G-Cloud 14 Framework, holds a total value of £615,000, exclusive of VAT. The procurement stage is complete, marking the award phase as of 26 February 2026. This opportunity involves a focus on innovative data solutions aimed at social welfare improvement.

This tender presents substantial opportunities for businesses, especially those within the data service sector, looking to innovate and support social welfare goals. Companies specialising in data analytics and technology solutions can leverage this contract to expand their services to a public sector client with a critical role in social improvement in Cambridgeshire. The procurement encourages participation from small and medium enterprises (SMEs), indicating a supportive environment for business growth within the local area. Firms dedicated to leveraging data to drive social change are well-suited to compete and collaborate with the contracting authority, provided their solutions align with the strategic goals of reducing poverty and maximising income among low-income households. The focus on proactive and preventive intervention means businesses at the forefront of data-driven solutions have a key role to play in this transformative effort.

## Notice

Cambridgeshire County Council is looking to procure a data-led system for identifying low-income households for all the districts within Cambridgeshire and the county for the next three years. The publication of the Cambridgeshire Poverty Strategy provided an insight into the realities of poverty locally and provided recommendations on how the County Council can support the reduction in poverty across the county. The report noted that 37,000 residents in Cambridgeshire live in a negative budget, with the number of people receiving Universal Credit increasing by 30% over the last four years. Though there are no Cambridgeshire-specific figures on the number of unclaimed support. Policy in Practise estimates that over PS24 billion of support goes unclaimed, and it is reasonable to expect that there is a number of unclaimed benefits within Cambridgeshire. The report recommended 'income maximisation' to support the prevention of poverty. This includes ensuring that individuals and households are not missing any money they are entitled to. Therefore, a data led system that identifies low-income households would allow councils to proactively contact households and provide them with support as a form of preventative early intervention. Additional information: This requirement was procured via the Crown Commercial Services G-Cloud 14 Framework. Total value exclusive of VAT: PS615,000 Total value inclusive of VAT: PS738,000
