## Summary

The Liverpool City Council has initiated a tender for the Disabled Funding Grant Framework - Adaptation works. This procurement involves establishing a framework agreement to deliver a range of adaptation works, including minor adaptations, major adaption works, stair lifts, hoists, and more. The Framework Agreement will have five separate lots and is intended to last for 4 years, with the possibility of annual extensions. The procurement is currently in the planning stage, with an engagement end date set for October 12, 2023.

This tender by the Liverpool City Council presents opportunities for businesses to participate in providing disabled adaptation works. Companies well-suited for this tender include those experienced in construction works, especially in areas such as building completion, bathrooms construction, and building installation. The Liverpool City Council is seeking contractors to provide a full suite of disability adaptation works under various lots within the framework agreement. Businesses interested in this opportunity should note the upcoming Supplier Day on October 5 for further engagement and information.

## Notice

Local Authorities have a statutory responsibility under the Housing Grants, Construction and Regeneration Act (HGCR) 1996 to award Disabled Facilities Grants (DFG's) and provide a service which administers and delivers these grants, and the adaption works in line with the above legislation. The DFG's represent a long standing and established means tested capital grant, which enable either a private homeowner or a tenanted occupier of a single residential home with disabilities to have adaptions installed by providing monetary grants which either fully or partially contribute to the costs of any approved adaption works. These works enable improved access to and around homes, better and easier use of bathing and bedroom facilities, and aid and maintain independent living. Typical examples of adaption work include: Minor works: creating a level access shower room, widening doorways, installation of handrails (wood/metal), providing ramps into the property, installation of wall mounded shower chairs. Major works: complex installations, large scale building works or ground floor extensions and other domestic conversions. Specialist work: installing and maintaining stair lifts and hoists Specialist work: installing specialist ramps and handrails (fabricated handrails - galvanised steel) It is the intention of Liverpool City Council (LCC), to establish a Framework Agreement to help deliver works of this nature. LCC require a range of contractors within this new framework to provide the full suite of allowable disabled adaptation works on a task-order call-off basis, and the aim of this procurement is to establish a framework agreement where five separate Lots are created. The five intended lots within the proposed Framework Agreement will cover the following scope of works: * Lot 1 - DFG Minor Adaptation Works (based on a Schedule of Rates) * Lot 2 - DFG Major Adaption Works (based on further competition for each scheme) * Lot 3 - Supply, Installation & Maintenance of Domestic Stair Lifts & Hoists * Lot 4 - Minor adaptations including urgent works * Lot 5 - Minor adaptations handrails including urgent works An Early market engagement Supplier Day will be held on Thursday 5th October.
