Please note the contracting authority intends to direct award the contract to Citizen Connect (Axia Digital). The case for direct award can be found on the tender portal. HEE believes that Citizen Connect (Axia Digital) is the only organisation capable of providing the additional functionality to the Centre for Advancing Practice Portal to meet specific requirements of the HEE Advanced Practice Programme. Citizen Connect (Axia Digital) as the developer of the Centre portal has the requisite expertise and experience to assist HEE in fulfilling the solution driven functionality essential to allow the recognition of credentials and the delivery of the e-Portfolio Route/s to recognition. Other suppliers who work in this area would need to redo and charge for work already completed in order to provide the same level of useability and functionality. HEE believes that it is highly unlikely for any other supplier to be able to provide the following skills/tools provided by Citizen Connect (Axia Digital) as a current supplier for the following reasons: 1. Citizen Connect (Axia Digital) have developed the core portal and hold the Intellectual Property of the code for the functionality. 2. The full functionality will only be realised with complete integration with the existing portal. 3. Citizen Connect (Axia Digital) has access to expertise and experience in the development of educational and portfolio platforms.
