## Summary

Oxfordshire County Council is seeking service providers for the "Emergency Reablement Support & Long Term Care - COVID-19 Hospital Discharge" initiative, part of the health and social work services sector. The procurement process is currently at the Award stage, following the use of a limited procurement method through a Negotiated Procedure without Prior Competition, due to emergency circumstances arising from the COVID-19 pandemic. This awarded contract has a total value of £2,139,282 and is set to commence on 30th November 2020, running until 6th September 2021. The contract primarily targets homecare services within the South East region of the United Kingdom.

This tender presents significant growth opportunities for businesses involved in homecare and support services, particularly small and medium-sized enterprises (SMEs) with capabilities in health and social work. Companies that can adapt to the urgent needs of hospital discharge procedures, while delivering high-quality support to individuals returning to their homes, will be well-positioned to compete. The interim measures put in place by this procurement process will likely lead to further opportunities, especially with the anticipated Living Well at Home Tender planned for the future.

## Notice

Use of the emergency procedure and use of the Negotiated Procedure without Prior Competition under Regulation 32.2.c of the Public Contract Regulations 2015. The response to the Covid-19 pandemic continues to focus on whole system partnership working including the delivery of a system Home First team. This team is focused on supporting people to leave hospital and return to their own homes, in line with the national modelling for hospital discharge. The second covid lockdown has resulted in unforeseen pressures on hospital discharge capacity resulting from greater numbers of general admissions to hospital than in the previous lockdown period. This resulted in the use of the emergency procedure for a direct award to four homecare providers, as a short-term measure to support the Home First Team to discharge people from hospital in a timely manner. This is an interim measure that will be fully addressed by the new Living Well at Home Tender which will integrate Reablement and long-term homecare.
