## Summary

The public procurement process, managed by Arts Council England, sought a Collections Care Adviser for the Government Indemnity Scheme, under the title "GB-Manchester: ACE 636 ITT - Collections Care Adviser to Government Indemnity Scheme." Focused on the services sector, specifically environmental issues consultancy services, the procurement was completed through an open procedure. It covered wide-ranging locations including the UK, Europe, and beyond. The procurement stage is at the award stage, having been awarded to Spencer & Fry Limited with a contract starting from 1st April 2025 to 31st March 2029. The contract is valued at £79,920. Key dates included the tender end date on 14th November 2024 and the award publication on 26th September 2025.

This contract provides substantial business growth opportunities for firms in the cultural heritage and preventive conservation sectors. Sole traders, SMEs, and larger organisations with expertise in collections care and familiarity with international standards like BIZOT would find themselves well-suited to compete. By offering specialised consultancy services within an esteemed national scheme, businesses can enhance their portfolio and bolster their visibility within the cultural sector. Spencer & Fry Limited's selection underscores the potential for SMEs to successfully engage and secure contracts through well-defined procurement processes.

## Notice

ACE requires an advice service to act as Collections Care Adviser (previous contract was called Environmental Adviser), to the Government Indemnity Scheme (GIS). Bids are welcomed from both sole traders, SME's as well as larger organisations. We would expect the successful applicant to have relevant and current experience of working within the cultural sector in particular museums and exhibitions, and within preventive conservation, to provide credibility to the advice given in support of a national scheme. The successful applicant must have experience of applying collections care/preventative conservation in heritage collections and an understanding of current/emerging international standards e.g. BIZOT. Additional information: The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement.
