## Summary

Hampshire County Council has awarded the contract titled "PCI_LotA_122 M27 Junction 10 - Noise Monitoring" to Jacobs UK Limited, falling under the industry category of consultative engineering and construction services (CPV code 71310000). The scope involves noise monitoring before, during, and after the M27 Junction 10 Improvement scheme, with key activities anticipated to commence in August 2024 and completion scheduled for October 2026. The procurement stage for this contract is ‘Awarded’, following a selective procurement method through a call-off from a framework agreement. The project location is in the South East of the United Kingdom. Key periods include the tender end date on 31st July 2024 and the contract period from 2nd August 2024 to 30th October 2026.

This tender presents significant opportunities for businesses specialising in environmental consulting and noise monitoring services, particularly those with experience in large infrastructure projects. Given the detailed and staged nature of the commission, companies with expertise in surveying and providing robust evidence for potential land and compensation claims will find this project particularly well-suited to their skills. While the awarded tender is not aimed at SMEs or VCSEs, large firms with a demonstrated track record in such public works will benefit from the comprehensive scope and extended timeframe of this project.

## Notice

A staged commission is required to undertake before, during and after noise monitoring for the M27 Junction 10 Improvement scheme, which is due to start at the end of July 2024 with completion planned for the end of 2026. (The scheme is currently pending a decision to proceed to construction). It is anticipated that once the necessary agreements are in place, the main works will commence later this month. Noise monitoring is required before and after the main works, to be undertaken by an experienced /specialist team to provide a robust evidence base to counter any potential claims. The before surveys need to commence as soon as possible ideally in July / August, noting the main works will commence imminently. (It is acknowledged that the surveys should ideally be undertaken to avoid school summer holidays, however this may not be feasible given planned works for September.) * The County Council will commission the before and after noise monitoring to cover any potential claims under Part 2 of the Land and Compensation Act 1973 which may arise from 12 months after scheme completion; and * It is anticipated that the contractor Volker Fitzpatrick will issue a separate but related commission for the noise monitoring during the main works in anticipation of any potential claims that may arise throughout the duration of the works, based on the same or different locations and dependent upon specific 'noisy' site activity.
