The output from this modelling will need to act as a baseline for comparative purposes so that the potential impacts from the implementation of low traffic neighbourhoods (LTNs) on air quality within the scheme area can be assessed. Where LTNs are predicted to, or have been shown to, cause a significant change in traffic flow within an area, air quality modelling of the scheme area will be undertaken ('with scheme' scenario).
