## Summary

The Leeds City Council has recently completed a public procurement process titled "Learning from people's lived experience of safeguarding". This initiative falls within the health and social work services sector, aiming to enhance effective safeguarding arrangements for vulnerable adults in Leeds, located in the Yorkshire and the Humber region. The procurement was initiated to gather feedback on the current multi-agency safeguarding policies and procedures, with the contract period spanning from 1st June 2019 to 31st May 2021. This tender had a budget allocation of £20,000 and was closed on 15th March 2019.

This procurement presents significant growth opportunities for businesses, particularly those specialising in social research, quality assurance, and policy evaluation. Companies that have experience in obtaining and analysing qualitative feedback from service users, as well as those familiar with safeguarding practices, would be well-positioned to compete in similar future tenders. Collaborations between established organisations and innovative small and medium-sized enterprises (SMEs) may also enhance competitive bids, fostering an environment where best practices in safeguarding can be developed and shared.

## Notice

The Leeds Safeguarding Adults Board is a statutory body under the Care Act 2014 that works strategically to ensure there are arrangements in place to safeguard adults with care and support needs. The Board is responsible for the multi-agency safeguarding adults policy and procedures in Leeds that provide the framework within which all organisations work together to support and safeguard people at risk of abuse and neglect. The Board therefore wishes to commission an independent body to: * Gather feedback from people about their experience of the multi-agency policy and procedures and the support that was provided. * Identify learning that can be presented back to the Board to inform the development of practice, procedures, training and quality assurance processes.
