## Summary

The procurement process concerns the commissioning of a High Intensity User Service by the South of England Procurement Centre, representing the Central Sussex and East Surrey Commissioning Alliance and related CCGs in the South East of England. The initial planning stage includes a Request for Information (RFI) titled "High Intensity User Service Ref 19.514 RFI," aimed at gathering insights from health and social care providers. Key milestones include an engagement end date set for 14th June 2019, following the early engagement notice published on 24th May 2019. The envisioned contract term is three years, with a possible two-year extension, and an estimated first-year value of £120,452.

This tender presents significant opportunities for businesses in the health and social care sectors, particularly for SMEs and VCSEs, to contribute innovative solutions based on the Blackpool model for high-intensity user services. The commissioner is keen to develop a tailored service specification that meets local population needs, making this a prime competition for healthcare providers with experience in emergency care management and service development. Engaging in this RFI process allows businesses to shape the intended service commissioning and be well-prepared for potential future tender submissions.

## Notice

The Central Sussex and East Surrey Commissioning Alliance South Place CCGs (Brighton and Hove CCG and High Weald Lewes Havens CCG) are looking to commission a High Intensity User Service based on the Blackpool model as published in the Commissioning for Value Casebook, February 2015. The NHS RightCare national service specification for a High Intensity User Service will be developed into a service specification that is specific for the local population of Brighton and Hove and High Weald Lewes Havens. A relatively small percentage of patients are known to generate a disproportionately high percentage of Emergency Department (ED) attendances and non-elective (NEL) hospital admissions. This places high demand on ambulance and unscheduled care services. It can also seriously impact upon the availability of emergency ambulances within our communities. The envisaged contract term will be 3 years with an option to extend for up to a further 24 months. The envisaged contract value is PS120,452 for the first year of service (which includes PS7,000 pass through costs for service development and mentoring) reducing to PS113,452 for all subsequent years. The Commissioner is seeking the views of Health and Social Care Providers via a Request For Information (RFI) questionnaire and your answers to the questions will assist us in preparing this offer for the market. Please complete your response and return by email to christopher.mccarthy@soeprocurement.nhs.uk and cc. andrew.elliott@soeprocurement.nhs.uk by midday on Wednesday 12th June 2019. Additional information: This is a process designed to help the Commissioner form a view of the best way to commission the service and is not the beginning of a Tender exercise. A further Tender advertisement will be issued at the appropriate time where required. Your feedback at this point will not have a bearing on any future Tender submissions you may wish to offer at a later date. Thank you for your participation - we appreciate your time and effort in completing this RFI.
