## Summary

The Hull City Council is initiating a tender process for the conservation and restoration of two historic ships: the Arctic Corsair trawler and the Spurn Light Vessel. This project falls within the maritime industry category and is part of a broader Maritime Project in Hull, aimed at revitalising historic maritime assets in Yorkshire and the Humber region. The deadline for submitting bids is 5 January 2021, and the successful contractor is expected to commence work in April 2021, with an anticipated completion date by 30 September 2022. The total estimated contract value is £4 million, with a minimum value of £2.5 million, and the procurement method is a restricted process involving an initial selection questionnaire followed by an invitation to tender for shortlisted suppliers.

This tender presents significant opportunities for businesses in maritime conservation, refurbishment, and restoration, particularly those with experience in historical vessel maintenance. Suppliers that specialise in marine engineering, restoration of heritage assets, or have the necessary qualifications to handle large-scale restoration projects would be well-positioned to compete. The requirement for the successful contractor to manage complex logistical operations, such as the towing of ships and execution of comprehensive restoration works, creates further scope for collaboration and growth within the sector.

## Notice

Hull City Council (the Authority) has been successful in its National Lottery Heritage Fund ('NLHF') application for funding to restore two historic maritime assets - the Arctic Corsair trawler, and the Spurn Light Vessel - which will form an integral part of the wider 'Maritime Project' in Hull which includes refurbishment and construction works at the Hull Maritime Museum and adjacent Dock Office Chambers buildings in the city centre, and works at the North End Shipyard, (NESY), site, on the river Hull. The Authority is now seeking bids from suitably qualified and experienced suppliers to undertake the required conservation and restoration works to both historic ships. It is intended that the successful contractor will be appointed during March 2021, with necessary works to both ships commencing from April 2021 and being fully completed by no later than 30th September 2022. The successful contractor will need to collect (tow) the ships from their current locations in Hull to the place of repair, then undertake the required programme of works to refurbish/restore the ships as specified, and to then return (tow) the ships to their new locations in Hull. Note that the Arctic Corsair is to be returned to its new (permanent) location at the North End Shipyard, river Hull, where it will become a heritage / visitor attraction in NESY dry dock, whilst the Spurn Light Vessel will be returned to the Hull Marina. Note that the Arctic Corsair works are anticipated to take approximately 240 days, and the Spurn Light Vessel works are anticipated to take approximately 180 days. Both vessels will be made available to the successful contractor upon contract award. The successful contractor may undertake the works to the ships either sequentially, or 'in tandem'. This tender is being undertaken in a two-stage process, with interested contractors and suppliers initially required to complete and return a Standard Selection Questionnaire (SSQ) document, with both the standard elements and the (scored) Quality Question elements completed. Following assessment and scoring of the SSQ stage returns, the Council will shortlist the highest-scoring six (6) suppliers who will then be taken forward to the full Invitation To Tender (ITT) stage for this procurement. The ITT stage will include both Pricing and Quality elements and will be issued to the shortlisted suppliers in mid-January 2021. The contracts for the repair, conservation and restoration works to the two ships will be under BIMCO repaircon contract terms. Full details of this tender opportunity is available via the Council's electronic tender portal, YORtender, under Contract Ref. DN507045. The YORtender site is accessed by weblink https://www.yortender.co.uk. Suppliers will need to register on this site if they have not previously done so. (Registration is free and takes only a few minutes to complete).
