## Summary

Derby City Council is seeking suppliers for a multi-supplier highways framework covering maintenance, improvements, construction and specialist services across its highway network and related infrastructure. The scope spans road markings and high-friction surfacing, road restraint systems, temporary traffic management, traffic signals, carriageway and footway treatments, and multi-disciplinary highways work. It also includes equipment hire, haulage with drivers, asphalt supply and highways resource support. Call-off requirements may include planned maintenance and capital improvements as well as reactive works, specialist services and associated supplies and hire. Work is delivered across the Council’s highway network in Derby. The procurement is for highway construction and maintenance works (CPV 45233000).

The Council invited offers through an open procedure for a framework divided into 11 lots, covering the service and supply areas described above. The tender submission deadline was 2 November 2026 at 12:00 UTC. The framework term is 1 May 2027 to 30 April 2031. Its estimated core value is £72 million, potentially increasing to a maximum of £108 million in anticipation of local government reorganisation; individual lot figures are indicative, and appointment guarantees no minimum spend or volume. Call-off contracts may be awarded by direct award or further competition under the framework terms. The published information gives no evaluation criteria or supplier eligibility requirements.

The opportunity is relevant to suppliers specialising in one or more of the framework’s distinct highways disciplines, as well as multi-disciplinary contractors able to deliver broader maintenance or improvement packages. Potentially suitable businesses include road-marking and surfacing contractors, traffic-management and signal specialists, road-restraint providers, asphalt suppliers, plant and equipment hire firms, haulage operators and providers of highways labour or other resource support. The range of call-offs extends from small reactive tasks to larger planned maintenance and capital schemes, so suppliers should match their offer to the scale and type of work they can deliver. The framework is not designated as suitable for SMEs or voluntary, community and social enterprises. Framework appointment does not assure work; call-offs are made under the framework by direct award or further competition.

## Notice

The Council is seeking to establish a multi-supplier Highways Framework Agreement to support the delivery of highway maintenance, improvement, construction, specialist services, materials supply, plant hire and associated activities across the highway network and related infrastructure. The Framework will provide a compliant and flexible route to market for planned and reactive works and services and will be divided into the following 11 lots: Lot 1 - Road Markings & High Friction Surfacing Lot 2 - Road Restraint Systems Lot 3 - Temporary Traffic Management Lot 4 - Traffic Signals Lot 5 - Multi-Disciplined Lot 6 - Carriageway Maintenance Lot 7 - Carriageway and Footway Surface Treatments Lot 8 - Hire of Equipment (with/without Operators) Lot 9 - Haulage with Driver Lot 10 - Supply of Asphalt Lot 11 - Highways Resource Support The Framework has an estimated core value of PS72 million over its full term. In anticipation of Local Government Reorganisation (LGR), the Council reserves the right to vary the scope, value and volume of services procured through the Framework. Should additional requirements arise as a result of LGR, the total estimated Framework value may increase to a maximum of PS108 million. The values attributed to individual lots are indicative only and do not represent any guarantee of expenditure. Actual spend may vary between lots depending on operational requirements, available funding and any changes arising from LGR. Call-off contracts may include highway maintenance works, specialist highway services, traffic management, supply of materials, plant and equipment hire, haulage services and resource support. Requirements may range from small-scale reactive works to larger planned maintenance and capital improvement schemes. Appointment to the Framework does not guarantee any minimum value or volume of work. Call-off contracts may be awarded by direct award and/or further competition in accordance with the Framework terms and procurement documents.
