## Summary

The contracting process under observation involves National Highways Limited procuring feasibility studies for biodiversity units with a focus on ensuring compliance with statutory biodiversity metric trading rules. This project, titled "SEDPS-NH-0020-Biodiversity Unit Feasibility 2025/26 - Lot 2," falls under the environmental management industry category. It aims to cover a wide geographic scope including the UK, Europe, and other overseas territories. The process has currently reached the award stage, with the Royal Society of Wildlife Trusts as the selected supplier. This contract, valued at £53,712.75, will run from 16 February 2026 to 31 March 2028. The procurement was conducted using a selective method, specifically a call-off from a dynamic purchasing system, with the tender period concluding on 2 October 2025.

This tender presents significant opportunities for businesses specialising in environmental management and biodiversity. Small and medium-sized enterprises (SMEs) and voluntary, community and social enterprises (VCSEs) are particularly well-positioned to benefit from such opportunities given the suitability criteria. The project allows for regional focus, meaning businesses that can cater to specific geographic locations may have an added advantage. The emphasis on statutory compliance also offers scope for firms with expertise in environmental monitoring and enhancement to leverage their skills for business growth in a far-reaching market.

## Notice

National Highways is looking to procure feasibility studies for a total of 1,000 biodiversity units, covering both habitat and hedgerow units. The feasibility studies and their associated reports must be completed in financial year 25/26. These units will be acquired as offsite enhancements on behalf of Major Enhancement schemes to ensure they are able to achieve either 10% biodiversity net gain (of habitats and hedgerows) or to ensure these schemes are compliant with the Statutory Biodiversity Metric trading rules. These required units have been separated into the 18 Lots below. Lots 1 to 12 have been grouped into three groups based upon their specific geographic location. Lots 13 to 18 are regional Lots. The Supplier can apply to undertake feasibility studies for projects which would either fully or partially deliver the units in any lot(s)
