## Summary

Hertfordshire County Council, through Hertfordshire Full Stop Facilities Management Services, has established a framework for building cleaning services. It covers cleaning at council sites including schools, fire stations, libraries, day centres and disused premises. Council departments will use the framework, and partner organisations or customers may also use it; work could therefore extend beyond Hertfordshire. The requirement is for building cleaning across a range of public-sector premises, rather than a single-site service. The procurement is complete and the framework was awarded on 21 July 2026 to ten suppliers: AEFM Limited, Birkin Cleaning Services Limited, Churchill Contract Services Ltd, Ever Brite Cleaning Services, Evergreen Facilities Services Ltd, Grosvenor Services, Hayward Services Limited, Pendergate Limited trading as Kindred, Regent Office Care Ltd and Tenon FM Limited. The procurement used an open procedure. The framework runs from 13 October 2026 to 31 August 2030. The stated estimated council spend is around £8 million per year; this is framework-wide and is not guaranteed income for any supplier. The original tender deadline was 11 May 2026. TUPE does not apply to the framework itself but may apply to individual call-offs.

This award shows sustained demand from Hertfordshire County Council for building cleaning across a varied public estate, including education, emergency services, community facilities and vacant sites. Suppliers competing for a future requirement of this kind would need the operational capacity to service multiple premises and accommodate differing site needs, with the flexibility to respond to council demand and maintain performance. The framework has ten providers and offers no exclusivity or guaranteed work, so credibility depends on being able to compete for individual call-offs rather than relying on a guaranteed share. TUPE may apply at call-off level, so bidders should be prepared to manage any relevant workforce transfer requirements. The framework may also serve partner organisations and customers, potentially beyond Hertfordshire.

## Notice

Hertfordshire Full Stop Facilities Management Services (hereinafter referred to as "HFS") the trading organisation of Hertfordshire County Council (hereinafter referred to as "the Council") is currently out to procurement for a Framework for Building Cleaning Services. This Framework will be utilised by all departments of the Council including establishments such as schools, fire stations, disused sites, day centers, libraries etc. It may also be used for works outside of the Council as requested by our partners and customers (this may be outside the geographical area of Hertfordshire in some cases). Please be aware the intention is to award the Framework to between 7 (seven) and 10 (ten) contractors and this is therefore not your anticipated income should you be successful. It will carry with it no exclusivity or guarantees of works, but is expected to form the main framework for the commissioning of Building Cleaning Services for the Council The estimated annual spend on the Framework for the Council is currently in the region of PS8,000,000 per annum. If some or all the districts, boroughs and /or parish and town Councils join this Framework at a later stage, this figure may increase, therefore the advertised spend has allowed for this possibility. Please note - TUPE will not apply to the Framework, however it will apply to any Call-Offs. Full details of the requirement can be found in the Specification, Schedule 1 of the Framework document. This procurement is an Open procedure. Organisations wishing to take part in this project are invited to 'express an interest' and also 'opt in' which will give access to the full procurement documents in the e-tendering system. To be considered as a Tenderer you must complete and submit a Tender by the deadline of 12 noon on Monday 11th May 2026.
