## Summary

The Royal Borough of Kingston upon Thames is in the planning stage of a tender titled "Car Clubs in Shared Environmental Service," which aims to enhance car club strategies within Kingston and Sutton councils. This procurement process falls under road transport services and is located in London, United Kingdom. The key milestone for this tender is the engagement end date, which is set for 23 November 2018. The councils are seeking to engage with potential providers to explore options before a formal procurement process is initiated.

This tender presents opportunities for growth particularly for small and medium-sized enterprises (SMEs) involved in transport services, car club management, and electric vehicle (EV) infrastructure development. Businesses that specialise in integrated mobility solutions or those experienced with innovative car-sharing models may find this tender accessible. By participating, they can contribute to shaping a comprehensive car club strategy while potentially securing contracts with the councils once formal procurement begins.

## Notice

RBK & LBS entered into a Shared Environment Service for Highways & Transport in 2016. The SES has now provided an opportunity to review the current arrangement and commission a fully integrated car club strategy. Both RBK and LBS have two car clubs operative in their boroughs. LBS has six operative car club bays, RBK has 15 bays. Both boroughs have corporate car club memberships with high use amongst social care and IT staff. Car club use within inner London boroughs has increased quickly whereas take up in outer London boroughs (where car ownership is higher) has been slower. 2011 census data tells us LBS has a car ownership rate of 77% (the sixth highest in London) and RBK's is at 75%. Both are above the London average (around 58%) but in line with national rate of around 75% (National Census 2011) Both boroughs have been out of contract with the current suppliers for some years. In light of increased council corporate car club use, growing population and large new residential developments in both boroughs the SES wishes to develop a strategy to: - grow residential use whether through 'back to base' or 'floating' car club models - introduce cars and bays into residential developments through S106 agreements -grow corporate car club use in both councils, reduce grey fleet and mileage claims The SES also wants to explore increasing E.V charging provision and feasibility of e-bike and cargo bike hire as part of the discussion. The Councils would like to understand from key providers how these requirements might best be met and is therefore carrying out a soft market testing exercise to engage in early informal dialogue prior to any formal procurement taking place. Organisations that are interested in participating in this exercise are asked to return this questionnaire to no later than 23 November 2018: https://goo.gl/forms/6pRmuqJ86XBhBOXF2 Please copy the above link into your browser address bar to access the google form questionnaire. All information provided in the questionnaire responses and the subsequent discussions will be strictly confidential and will assist the Council in shaping and scoping requirements and provide insight into the most suitable delivery model for this programme. The Council does not have a firm intention to award contract(s) at this stage. Where possible please answer all questions in the 'google form', please submit it electronically, if you are unable to do this please send as an attachment to a message on the portal. NB the contract length is unknown at this stage, the dates indicated are arbitrary as they are required on the notice.
